Introduction

The 4th Annual Devolution Conference 2017 shall be held in Nakuru County. The conference marks an important milestone in the Devolution story in Kenya. It is the 4th Annual Devolution Conference and the last Annual Devolution Conference for the Pioneer Subnational Level of Devolved Units which was ushered through the March 4th 2013 elections. The Clarion call is “The Devolution Transformation” and the Theme of the 2017 Conference is “Devolution – Transforming Lives: Tell Your Story!” The Annual Devolution Conference is considered an important event in the calendar of Kenya because it provides a platform through which all stakeholders in devolution evaluate performance of both levels of governments in matters of policy, law, accountability, good governance, and service delivery, among others.
For the past four years there have been concerted efforts to educate the public through word and deed of what devolution is & what it has achieved. The County Governments have put in place mechanisms to address the concerns that have accompanied the change of governance and continuously sought to reassure the public that devolution is indeed working.
The last four years also witnessed moments that were not pleasant and conducive for the growth of devolution between governments, within governments and among key devolution stakeholders. There were moments of expressed displeasure where citizens felt that they were not getting value for money from both county and national governments. The new governance system faced institutional challenges, political intrigues and dynamics, technical capacity gaps and resistance to change. But as the curtain falls on the pioneer governments it can be said that devolution is on track and devolution is here to stay.
That is why at this 4th and final pioneer devolution conference it is important to note that the verdict out there is that “the perspectives have changed, the narrative favors devolution 100% as the style of governance in Kenya and the incoming governments have only one choice – to entrench devolution” as the way of political, social and economic inclusiveness for Kenyans.
Successive Annual Devolution Conferences since 2014 have noted the enthusiasm with which Kenyans have embraced devolution. Further there have been reports on improvement of service delivery in health, water, education (ECD and Youth Polytechnics), agriculture, roads, employment, and agriculture among others. There have been reports of challenges especially touching on issues of corruption, capacity gaps, and inadequate financial resources among others. On the overall though, the report card from all Kenyans has noted that Devolution is the only way to go for now. Therefore the theme is indeed relevant as the first chapter on devolution in Kenya is written on the pioneer devolved governments.

Objectives

The overall objective of the conference will be to safeguard the gains, enhance the understanding and appreciation of devolution as a system of governance that focuses on public accountability and learning new ways of socio-economic development and delivering services. The conference has the following objectives:

  1. To review the socio-economic impact of devolution over the past four years.
  2. To discuss how devolution has been a tool for socio-economic integration in the country in promoting equity and inclusivity.
  3. To demonstrate the achievements in adopting the “Big Bang” Devolution implementation approach over the past four years.
  4. To identify opportunities for change, growth and enhanced cooperation in changing perspectives, changing the narrative and entrenching devolution in Kenya.
  5. Review the financial burden in applying two thirds gender principle as opposed to an inclusive policy in an electoral system.
    The Fourth Annual Devolution conference will continue to provide a platform to celebrate and take stock on achievements of devolution, listen to the voices on the impact on Devolution, to interrogate the negative narrative about devolution and to seek to entrench the positive dialogue about devolution. It will provide opportunity for all stakeholders to share experiences and expand on solutions to address common challenges related to Devolution. It will be a moment to step back and reflect recognizing that devolution is what Kenyans have chosen as the model of governance and it has to be entrenched.

As the fourth and final pioneer Annual Devolution Conference it aims to learn from the experience gained by all County Governments in entrenching devolution in the last four years. The Council of Governors Secretariat has organized three previous conferences in 2014, 2015 and 2016 and established better follow up mechanisms for continuity of dialogues, but most importantly the continuity of networks, cooperation and ensuring implementation of the agreements reached. Due to the participatory nature of the conference, the results will help entrench and improve standards of service delivery in relation to developed policies and guidelines in all devolved sectors.

The conference will be organized around three topics: accountability, credibility and results.

Conference Format

The conference will adopt the form of a dialogue through panel discussions followed by planetary engagements. Discussion papers will be commissioned as input for the dialogue. Each topic will be discussed separately and in sequence by all the participants. Each paper will pose questions to the participants and the panelists to start a dialogue. The authors of the papers will be invited as speakers. The dialogue model has been found to be favorable in past devolution conferences since dialogue seeks to collectively arrive to answers to the questions. It is not the same as a debate in which the participants are trying to prove the validity of their propositions. A dialogue is a common search for meaning as ways of addressing common challenges. Participants will then be invited to share their national county experience in addressing and challenges identified. Professional facilitators will be hired to orient the dialogues towards identifying solutions and making prepositions for the way forward.

Modality:

  1. A video/ Snapshots with Headlines for the last four years/snapshots highlighting the devolution experience for the critical sectors(e.g. health)
  2. The Chair of specific committee will give a presentation based on Country wide performance & results for the past four years as a compliment to the video.
  3. ‘Wananchi’ to share their experiences on how devolution has impacted on their lives.
  4. A moderated plenary.
  5. Wrap up by the moderator will give a summary highlighting the challenges being experienced and progress made so far.

The conference will have a space for open exchange of experiences in the way of exhibitions and fireside chats, therefore opening opportunities for direct interaction in addition to the more structured dialogues. The abstracts will be shared in advance and will constitute a critical input for the final publication.

The conference will facilitate the direct exchange of experiences by all participants during all sessions which will also be moderated by experienced technical conference moderators.

Participants

The Council of Governors has identified that the challenges faced in entrenching devolution is not exclusive to County Governments or to Kenya as a country alone. In that sense it will invite representatives of national government institutions, civil society organizations, media, religious institutions, subnational governments from Africa and other regions, development partners, academia, private sector practitioners and other governments around the world with experience in a devolved system similar to Kenya. This approach will facilitate the exchange of experiences and potential learning from each other, but a special focus this year is to speak to how each player has contributed for the last four and half years in changing the perspective of governance from centralized to devolved, changing the narrative to underscore the importance of devolution and why Kenyans chose this governance style and entrenching devolution for posterity.
• The representatives of key sectors will be invited to contribute to the dialogue on their sectors
• The Council of Governors Committee members, Senate and County Assembly relevant committees will deal mainly with their committee areas.
• The representatives from the media will be invited to show how the Media and telecommunications have assisted in creating responsible media and ensuring that we have good communication for development. The media will present what in the four years is has changed the perspective, changed the narrative and entrenched devolution in the country through their coverage of happenings in the country.

The Council of Governors Secretariat will extend invitations to a number of institutions but most conference participants will be invited to register online to book a place at the conference. It will seek to ensure that no stakeholder who expresses interest to attend the conference is left uninvited.

Representatives of development partners and private sector will be encouraged as a follow up to the conference to identify ways to support the agreed actions, in the form of specific knowledge exchange among participants, capacity building or technical cooperation.

Deliverables/Outputs

The proceedings and presentations made during this conference will be synthetized and published into a report – Conference Report. A final communique will also be issued at the end of the conference by the conference participants demonstrating their engagement to promote and protect devolution. The Conference will yield a public discussion on why certain interventions during the pioneer years of devolution were successful and able to contribute to inclusive governance, enhanced service delivery, economic growth and employment creation while others had very minimal impact. Finally, a dedicated website will be built to host the proceedings and major outputs of the conference.
The subthemes will be mixed (sectoral based and also include cross-cutting issues e.g. corruption, elections, media perspective in reporting)

2. Agriculture: Agricultural transformation for food security, rural development and wealth creation.
3. Infrastructure, Roads and Energy: Promoting accelerated investment and access to markets.
4. Natural Resource Management: The Potential and Opportunities for Natural Resource Management within a Devolution context.
5. Education, Gender, Youth, sports, culture and Social Services: Equality and inclusivity for sustainable development at the County level.
6. Urban Planning, Lands and Housing: Building Resilient and Climate Smart Cities for growth and sustainable development.
7. Trade and Cooperatives Promoting economic diversification through an enabled business environment.
8. Elections: Preparedness and planning for seamless transition.
9. Media perspectives on devolution for Development: The Role of Telecommunications in creating responsible Media and promoting inclusiveness, cohesion and development.
10. Corruption: Facing Corruption as a drawback to the Development Agenda.

Expected impact

The conference’s proceedings is expected to
(a) give greater publicity to successful policies, programs and initiatives that helped entrench devolution
(b) support the call for increased allocation of resources to devolution as key to economic growth and development for Kenyans
(c) mobilize all Kenyans including but not limited to those in business, academia, artists, religious and civil society actors that will safeguard, entrench and sustain devolution as the vehicle for inclusive growth process for the nation.

National Govt to Support County in Resolving Land Issues

9th MAY 2016 – The Ministry of Lands, Housing and Urban Development will set up camp in Nakuru to provide technical support to the County Government of Nakuru lands department with the intention of finding lasting solutions to land matters in the County.

According to the Principal Secretary in the Lands Ministry Mariamu El Maawy who paid the Nakuru County deputy governor a courtesy call Monday said, land matters in the country need to be resolved before the next general elections to avoid tension and conflict.

She noted that the ministry will now work closely with the National Land Commission, the Parliamentary Committee on Lands and the land department in counties to bring a closure to all pending land issues and cases.

‘We have noted with concern that information getting to the local mwananchi regarding land issues are sometimes contradicting because we have not synchronized our working relationships across the board. There is need to harmonize our services because all of us want to serve Kenyans effectively. This unity in working will also simplify the process of closure because we shall be able to identify the thematic areas to be worked on,’ said the PS.

The PS also mentioned that the ministry will deploy 15 teams of officers to be dedicated to different counties who are going to work with the locals in registration of different lands.

Multiple identification of titles and forgeries are the key thematic areas the teams will also address while working with the county officers in, Mariamu added.

Deputy governor Joseph Ruto reiterated the need to address land matters in the county with urgency. He noted the many pending land issues in Nakuru including the Mau caveats, Ruyobei, Oljorai, Banita and Barina farms among others might be a source of conflict.

‘If we work together we shall solve these issues before the next elections. This will ease the tension that land issues bring especially during campaign times and we all know its sensitivity,’ Ruto said.

The deputy governor also called on the ministry of lands to be fair in issuance of title deeds to people saying that all communities should feel involved and satisfied with the process.

The PS later led her team including County Government of Nakuru officials to Molo to issues title deeds to residents.

Others leaders present were MPs Jacob Macharia – Molo, Kimani Ngunjiri – Bahati, John Kihagi – Naivasha, MCAs among other county officers.

Prevailing Peace A Boost To Nakuru’s Development – President Kenyatta

17th March 2016 – H.E. the President Uhuru Kenyatta has said that the construction of the Nakuru Interchange Road network has been largely facilitated by the prevailing peace especially in Nakuru County and around the country.

The president was speaking during the launch of the construction of the road network yesterday in Kamara, Kuresoi North that will also see the rehabilitation of the Molo- Olenguruone- Kibunja road, which has been in a dilapidated state for many years.

Uhuru noted that the road network will facilitate smooth operations for farming and other businesses in the area as well as build the economy of this county.

‘Am so impressed with the hard work and peace all of you have put in place to bring development to this county. As you all know peace efforts started in Nakuru even before we were elected and we want to maintain that. The works on this major road will also see the tarmacking of Molo town,’ he said.

The president also launched the construction of 3 interchanges at Mau- Summit area, which are envisioned to ease the flow of traffic along the busy highway.

At the same time, during his several stopovers at Molo, Elburgon and Njoro, Uhuru assured all Kenyans of the national government commitment towards ensuring all eligible Kenyans are registered as voters.

‘We are ready release more funds to IEBC to make sure the voter registration exercise continues. We have heard that some people have not been captured and we want every Kenyan to exercise their right to vote come the next general elections,’ said Uhuru.

He further called on registrar of persons to issue IDs to youth where they live rather than subjecting them to unnecessary processes or sending them to areas where they were born.

On his part, Nakuru Governor H.E. Kinuthia Mbugua welcomed and lauded the president and his deputy for their good work.

He said the commissioned road would solve almost all the problems facing the residents of the various areas in the county where the road network will pass through.

Earlier on, the President who was accompanied by his deputy William Ruto commissioned the Shs 6 billion Chemususu water project in Baringo county.

‘Very soon we are also coming back to commission Itare dam which is another huge water project that will end water crisis in Nakuru, added Uhuru.

County Government Outreach Program Gathers Pace

Nakuru, Kenya 4th March, 2016 – Governor Kinuthia Mbugua has asked residents of Njoro Sub-County and the entire county in general to shun politicians peddling cheap politics at a time when all leaders should dedicated their time to serve the people as it is not yet election time and there are no vacant elective posts in the county.

Speaking in Njoro’s People Park yesterday during a two-day outreach program in the sub-county, the Nakuru Governor expressed confidence that his government has made substantial achievements. Adding that his government places peoples welfare above baseless noisemaking and its score card is sufficient proof.

‘We have put all our efforts in serving the people of Nakuru, what we have achieved in three years is commendable and we will not waiver from this course or be deflected by those jumping the gun before the right time to campaign for the 2017 elections comes’.

He further said the County Government of Nakuru has tried to grapple with a huge wage bill and still through responsible stewardship of resources is able to undertake program that for the last three years have improved the welfare of the people.

For example information from the department of water indicates that its initiatives on the first year of devolution such as sinking of boreholes, pumps installations, construction of tanks and building of water piped supply networks increased water supply to the people of Nakuru by 16%.

During the two-day outreach program in Njoro, Governor Mbugua launched the construction of the Kiwanja Ndege water project which has been funded by the County Government to the tune of Ksh 20 million. The project encompasses a 7 km water pipe, 60m3 elevated steel tank, a three tap water kiosk to be located at Ndege Secondary and 30 yard taps to be installed in homes. This project targets 10, 000 people.

Besides the Kiwanja Ndege water project, the County Government of Nakuru has sunk and built a number of boreholes and water pans in various wards in Njoro sub-county. For instance in Mauche Ward, Ksh 10 million has been used for the construction of Kapkembu, Kapmaasai, Hema, Singol, Meta and Ewat water pans. In the coming budgets piping and treatment facilities will be installed.

The Nakuru County Governor also commissioned the construction of Njoro bus terminus which will be located at the junction of the road heading to Njoro town and Egerton University and is envisaged to enhance the transport activity in the sub county.

Governor Mbugua also handed over a grader for rehabilitation of roads in Njoro sub-county as many of the people and groups he served from the six wards in Njoro wanted roads in their wards rehabilitated to improve connectivity and access, although they noted laudable progress has been made on feeder roads maintenance.

Roads such as Muchoruwe-Sigotik-Kwa Right have been rehabilitated, and routine maintenance will continue. In this financial year, there are allocations for murraming of Njokerio-Sigotik. Roads such as Mau-Elementaiata, Mazaini-Gatimu, Ikindu in Mau Narok Ward as well as Naishi-Game, Mbagaria-Kilo, Mbagaria-Milimani and Mbagaria-Kappyanet roads in Lare Ward among other feeder roads will be rehabilitated.

Also during the outreach program Governor Mbugua presided over the groundbreaking of the building of 20 lock up shops. The shops are funded through a Ksh 38 million commercial infrastructure MoU between the County Government of Nakuru and Youth Enterprise Development Fund.

A total of 150 stalls will be built through this cooperation. Apart from Njoro, other sub-counties to benefit with these enterprise facilities include Naivasha (30), Gilgil (20), Nakuru Town (70 for both East and West), and Kuresoi (10).

Besides this intervention to enhance the welfare of the youth, in this outreach program in Njoro Sub-County, Governor Kinuthia Mbugua met with nine youth groups from Njoro and Mauche wards to address various concerns of the youth.

Among those groups are Erithia, Mauche for Change, Njoro All Stars, Kilimo, Njoro Youth Sports Association, Kabianga Neema, Njoro Boda Boda and Piave Youth Groups.

Governor Mbugua encouraged the youth to take up initiatives for socio-economic growth, promising that the County Government of Nakuru will support such ventures. For instance he noted that Jawatho field will be graded and fenced to empower Njoro Youth Sports Association.

Moreover, Njoro home craft and other social facilities will be rehabilitated for the benefit of youth activities.

All the youth leaders after having a one-on-one encounter with the Governor unanimously agreed that the Governor has the interest of the youth and all the people of Nakuru closer to his heart.

‘The Nakuru County Governor Kinuthia Mbugua is a dealer in hope, our encounter with him has established that he is trying his best to improve livelihoods of the people of Nakuru. Nonetheless, all things cannot be done at once so far so good, we are hopeful that much more will be achieved under the leadership of Governor Mbugua’, said John Njoroge of Njoro All Stars.

The president of Nakuru Youth Bunge Forum Philip Ng’ok lauded the County Government of Nakuru for support initiatives for the youth.

He said the Nakuru Youth Bill and Policy as well as the sports bill once in place will help streamline programs for youth engagement and empowerment in the count.

Governor Kinuthia Mbugua also met 27 women group leaders (Tugutuke, Tumaini, Isaiah, Koyumi, Kopkogo, Mwihoko, Umoja, Beror, Peaknan, Kifunama, Njoro and Kikwata Umoja among other women groups).

The agenda for these groups touched on socio-economic support for the women. The groups wanted support in farming, table banking and company formation.

Governor Kinuthia Mbugua donated to Kikwata Umoja Women Group a 10, 000 litre water tank in support of their horticultural farming venture.

Governor Mbugua noted that farmers in Njoro will benefit with the County Government of Nakuru crop development support on crops such as avocado and pyrethrum among others.

He further said that Mau Narok Rural Farmers Sacco will get a milk cooler from the department of Trade, while Kinjoya dairy farmers will benefit with the same facility from the department of agriculture.

Governor Mbugua assured that his government continues to partner with other agricultural stakeholders such as KALRO and ADC among others to improve agriculture in the county as many people depend on it as a source of income.

At the same function, Njoro hospital received an ambulance that was unveiled by Governor Mbugua. The Nakuru County Governor categorically dispelled rumors that Njoro Hospital has no drugs stock.

After inspecting the facility together with Health Chief Officer Dr. Samuel Mwaura, Njoro MCA Hon. Ezekiel Kung’u and his counterparts for Lare Hon. Newton Kabuu (also a member of the health committee Nakuru County Assembly) and Peninah Sortum nominated MCA Njoro established that the facility has adequate drugs supply.

Last month, the County Government of Nakuru supplied drugs and other medical supplies worth Ksh 71 million to all the health facilities in the county.

Njoro hospital has been upgraded, this health facility now has a ward for patient admission and has been earmarked for installation of an x-ray machine and a dental unit. Nesiut Health Centre maternity wing will be equipped, and other health facilities such as Lare, Mau Narok, Kihingo health Centres, Nesuit and Sossiot dispensaries will also receive equipment and staff boosts.

Apart from construction and rehabilitation of ECDE Classrooms and polytechnics, the County Government of Nakuru continues to support education through bursary provisions.

Yesterday, at the close of the outreach program in Njoro two children, Faith Nyambura and Brian Nyakundi received bursaries for secondary education. Faith will join form one in Njoro girls, while Brian now has an opportunity to complete his secondary education at Kilobon high school.

A school feeding program is going to be considered for Lare ward as the area is semi-arid and the County Government of Nakuru is running a school feeding program in arid and semi-arid areas of Nakuru in which 10, 000 pupils from 151 schools are benefiting from.

The Njoro outreach program was a success with many people saying they have witnessed developments by the county government and were optimistic with the spirit and pace things are done much more will be achieved.

The aim of the program is to offer practical solutions to the people and offer them a firsthand feel of how their government works.

‘Wananchi have employed us, thus we need to make ourselves accessible to them for mutual understanding and objective appraisal. This is the rationale through this outreach program we are bringing services of the County Government of Nakuru closer to the people, said Governor Mbugua.

Next week on the 9th and 10th of March the Outreach Program will head to Rongai Sub County.

Nakuru Outreach Program, a True Definition Of Devolution – Governor Mbugua.

NAKURU 27th February 2016 – H.E. the Governor Kinuthia Mbugua has praised the immense impact the County Government of Nakuru Outreach Program is achieving in bringing out the needs of the people and the high demand of all county government services.

Speaking after the third leg of the two-day program last Friday at the Molo Stadium in Molo Sub County, Governor Mbugua termed the results and feedback from the residents as overwhelming.

‘This is now the true definition of devolution where the public have a chance to interact with their leaders one on one and their issues are addressed. We have been able to sort some issues, which would never have reached us at the headquarters.
The Molo people are also very happy with this program which will roll out to all sub counties,’ said Mbugua.

The Outreach Program, which will visit all the 11 sub counties in Nakuru until April Where hundreds of Molo residents from the four wards namely Sachangwan, Marioshoni, Elburgon and Molo town got a chance to interact with the county’s top leadership and other county government officers where most of their issues were addressed.

Governor Kinuthia Mbugua who led all the various departments of the county government reiterated that the outreach program was keen on ensuring that all key services are taken closer to people.

The governor also took the opportunity during the outreach program to flag off three state of the art graders to be used in upgrading county roads in Molo and other sub counties.

During the two day program Governor Mbugua commissioned 20 candy shops, which are being constructed in Molo town by the National Youth Enterprise Fund in partnership with the County Government.

The shops, Mbugua said, will be distributed fairly and without any payment to the youth for businesses purposes.

During the final day of the program, Governor Mbugua accompanied by Family Bank chairman Dr. Wilfred Kiboro, Family Bank Founder Titus Muya, Deputy Governor Joseph Ruto, County secretary Joseph Motari and other county officers officially re-launched the Family Bank Molo branch.

He welcomed the financial institution to Molo, which he said required such institutions because of the growing number of businesses and entrepreneurship opportunities.

‘I have seen more than 3000 uncollected IDs at the registrar’s office and this is not good. How are you going to register as a voter if you do not have an ID?’ posed Mbugua.

On his part Family Bank Chairman Dr. Wilfred Kiboro lauded Nakuru County for initiating the County Outreach Program.

He said the program was one of the best ways to listen and know the demands and needs of the people adding that other counties should follow suit.

The County Outreach Program will be moving to Njoro Sub County on 3rd and 4th March.

The program will also resume the same rounds to all sub counties in September to review and know what issues have been addressed.

Governor Mbugua Concludes “Gavana Mtaani Outreach Program” 2nd Stop, Molo Next.

Nakuru, Kenya 18th February, 2016 – H.E. the Governor Kinuthia Mbugua has asked the people of Nakuru from all the 55 wards in the county to actively take part in the public participation process of budget making for the financial year 2016/2017 scheduled fo March 2016.

Speaking during the two-day Outreach Program in Kuresoi North Governor Mbugua said it is important for the people to involve themselves in the process so that issues of concern to them can be captured and effectively addressed.

‘Within the three years of devolution we have made substantial gains in our county and we urge the people to take part and own the budget making process so that we can address the remaining and pressing concerns of our people’, said Governor Kinuthia Mbugua.

He added through this Outreach Program which is a people-centric governance, his county government is learning a lot and some things would have not known if it were not for this outreach.

During the Outreach Program in Kuresoi North, Governor Kinuthia Mbugua unveiled a new ambulance for Kuresoi Health Centre that will serve the whole of the sub-county. A fleet management system of the county ambulances will be put up through a maternity grant.

The Chief Officer for Health Dr. Samuel Mwaura said staffing and drug supply of health facility in Kuresoi North Sub-County and all the others is underway.

The County Government of Nakuru this month released a consignment of drugs and other medical worth Ksh 71 million and this is expected to last for the next three months.

The Health Chief Officer also said through the current recruitment new health facilities will be staffed and the understaffed amenities will be sufficiently staffed.

Molo South maternity wing, Sasimuwa and Mung’etho dispensaries have been constructed in Nyota Ward. Additionally, to Sirikwa-Nyakinywa that will be opened soon as well as a comprehensive care centre in Kuresoi Health centre that will be also commissioned soon.

In Kiptororo Ward, the tenders for the construction of two health facilities that had stalled have been re-tendered. One facility is complete and the other is in progress, Dr. Mwaura said.

Agriculture still remains the mainstay of the economy of Nakuru and the County Government is supporting agricultural growth through infrastructure development on roads and markets to enhance connectivity and improve market access.

Kiambiriria-Chepsin road will be graded by the County Government of Nakuru before the onset of April rains. For a longterm solution, this road has been earmarked for tarmacking by the national government through the annuity program at a cost of Ksh 8 million.

County Council Sitoitu road will be rehabilitated through the upcoming Itare dam construction in Ndoinet. In the meantime, county government will grade Molo-Kibunja road as the Chinese prepare to rehabilitate this road all the way to Olenguruone as they have been awarded the tender by the national government also through the 8000km program.

In this financial year, the County Government of Nakuru is renovating Muchorwe-Langwenda-Kamwaura and Susimuwa-Githiriga-Kamwaura roads at a cost of Ksh. 21 m and 5 m respectively.

To improve livestock and farm produce trade in Kuresoi North, a farm produce market will be constructed in Kuresoi to save farmers from the burden of taking their produce to Chepsion in Kericho. A livestock market will be put up in Cheptinoiyo.

The Director for Trade, Mandeep Singh noted that Kiptororo market is 80% complete and has been allocated Ksh 400, 000 for completion in this financial year and will be opened soon. The County Government of Nakuru has also conducted a survey that has shown the feasibility of developing other seven informal markets in Kuresoi North such as Ikumbi and Kamwaura Markets.

Residents were unanimously lauded the County Government of Nakuru in revamping pyrethrum farming in Kuresoi North. However, they sought help on post-harvest handling and marketing.

The CeC for Agriculture Dr. Stanley Chepkwouny said Agricultural Officers will be trained on online farm produce marketing to offer technological back stopping to famers.

Meanwhile Governor Mbugua insisted that farmers should be assertive and sell potatoes in 50kg bags to avoid exploitation by middlemen. He added that two major milk bulking and cooling projects are ongoing in Nyota Ward and a number are coming up.

It also emerged that through the guidance of Tea Development Authority, the County Government of Nakuru will aid establishment of tea nurseries in Soina.

For Communities in Kuresoi North to benefit with forest resources within their vicinity, the Chief Officer for Environment, Dr. Nelson Maara asked the community to register Community Forest Associations. Through this they can even be allowed to operate community managed saw mills.

Governor Kinuthia Mbugua facilitated exhaustion of toilets in Kenjoketty Primary school and noted that although primary and secondary schools are not devolved functions, his government supports these local education facilities to the level it can.

The Nakuru County Governor pointed out that during the just concluded 5th National and County Government Coordinating summit, it was agreed that from the next financial year a fund for infrastructure maintenance in primary and secondary schools will be established and run under CDF.

The CeC for Education Francis Mathea said ECDE Assistants are being hired to sufficiently staff all ECDE centers, both the newly constructed and old ECDE classrooms. He further said the County Government of Nakuru has instituted measures to uplift the socio-economic welfare of the youth, disabled and elderly.

Land department through it’s CeC Rachel Maina indicated that it will help mitigate the issue of squatters in the area as well as land conflicts and public utility grabbing in consultation with Kenya National Land Commission. More, trading centre such as Sondu will be planned for sustainable development.

Over nine major water projects have been undertaken in Kuresoi North and more are in the pipeline.

On tenders, the CeC for Finance Ann Njenga said there are currently open tenders for youth, women and disabled and they are encouraged to apply for them as well as liaise with her office for more information on how to participate in the tenders.

Governor Mbugua when concluding this event said he was impressed with the way may community were co-existing harmoniously in Kuresoi North and asked the people to uphold peace as it bringing socio-economic development for the people resulting into the overall growth of the county.

All Nakuru county CEC’s Chief officers, Directors and the local area leaders accompanied Governor Mbugua for thee programs where they tackled issues raised by residents pertaining to their respective departments.

So far the Outreach Program has covered Kuresoi South and North Sub Counties.

The now popular and well-received program is scheduled set up office every week until April for two days in all sub counties and serve the respective residents.

Next week on the 24th and 25th of February the program spearheaded by Governor will be in Molo.

Mashambani Bus Terminus for Major Facelift

Nakuru, Kenya 16th February, 2016 – Mashambani bus terminus in Nakuru Town will get a facelift at a cost of Ksh 13 million Governor Mbugua has said.

Speaking during a demonstration of quick and effective way of sealing potholes by Avery East Africa Limited on Mburu Guchua Road and Kenyatta Avenue, Governor Kinuthia Mbugua said contract for this work has already been awarded and will be facilitated in partnership with Kenya Roads Board.

‘Mashambani stage is one of the important terminus in Nakuru Town, in the course of this month its tarmacking will start. We want to give our people a conducive working environment’, said Governor Kinuthia Mbugua.

He added his government is working to deliver its promise of solving issues that hinder development in Nakuru County, saying working with partners such as Avery East Africa is one way of realizing the promises.

‘We must at all times maintain our roads. I commend Avery East Africa for accepting to partner with us so that we can adopt this patching technology. The main challenge of urban roads is potholes, when left unattended, potholes turn into a bigger problem, thus we have in our hands technology to mitigate this’, said Governor Kunithia Mbugua.

The Nakuru County Governor also noted through funding by the World Bank, a number of walk-ways have been completed in Nakuru Town and they are being enhanced for pedestrian safety, as well as ensuring people are not walking on dust or mud. He asked the people not to allow motorists to inconvenience them in the use of these facilities.

‘In this town there are several walk ways that have been done through the World Bank and the people have a right to protest against their use by motorists’, said Governor Mbugua.

On his part, Nicholus Kithinji the Managing Director Avery East Africa Ltd commended the County Government of Nakuru for allowing the company to use the County for an 18-month feasibility study that determined the suitability of Velocity technology.

He added in Africa, Kenya is the second country after South Africa to adopt this technology and Nakuru is among the leading counties in the nation. Kithinji observed that the technology takes less than three minutes compared to the age old process of cutting and sealing, 14 days are required.

Besides development on roads which also includes street lighting, Governor Mbugua said the County Government of Nakuru is constructing Nasha Square Market which will host hawkers who were relocated from the CBD.

Speaking later at Nasha Square Market, whose construction is underway, Governor Mbugua said he is happy with the progress so far, noting that this market once completed will accommodate more than 3000 traders will be opened on April.

He cautioned traders against paying anyone to be given a stall,

‘this market has been built by public funds to help people improve their livelihoods and no pay should be made to get a stall in this market. The Governor insisted that priority will be given to traders who were relocated from various streets in town and then opportunities will be opened for other traders adding anyone has a right to sue if asked for money to be allocated stalls’.

Last year in September when the governor visited the facility he promised traders operating on Wahia Lane will have a modern shade, a promise that has so far been fulfilled.

Governor Mbugua also asked the people of Nakuru to take advantage of the month long voter registration by IEBC. He observed that elections are critical as they give the people an opportunity to decide on who to entrust with leadership.

He has also asked all leaders to sensitize the youth and all in the society on the importance of registering as voters. The Nakuru County Governor observed registering as a voter equalizes all people as there is no vote which is special than the other.

‘Votes equalizes us all, there is no a rich or poor vote and this is the time for our people to register as new voters, change polling stations as well as replace lost voting cards’, said Governor Mbugua.

In his tour of Nakuru Town (Biashara Ward) today, Governor Mbugua also visited Lions Garden, which is under beautification programme by the Department of Environment in collaboration with some partners.

The Governor noted the County Government of Nakuru will find a way of availing stalls to shoe shiners and photographers operating from the recreation park.

He also joined missionaries from US and Britain who, through the. Metro Church International were cleaning various parts of the town.

The Governor was accompanied by Nakuru County Secretary Joseph Motari, MCA for Biashara Ward Hon Steve Kuria, Maina Kairu (CeC for Roads) and his counterpart for Environment Richard Rop among other county leaders and officials.

KURESOI SOUTH RESIDENTS WELCOME COUNTY GOVERNMENT NEW INITIATIVE

Nakuru, Kenya 3rd February, 2016 – The people of Kuresoi South were a happy lot following the kickoff of the County Government of Nakuru Outreach Program aimed at serving the people right from their sub-counties.

Most of the area residents who spoke after being served by the various departments and the top county leadership including the Governor and the his deputy lauded the initiative saying implementation of this programme by the County Government is bringing vital services closer to them, easing the burden of traveling to Nakuru Town where the county headquarters are located.

Moses Chirchir of Kiptaragon commended Governor Kinuthia Mbugua’s and the County Governments initiative.

‘People have come from all the four wards in Kuresoi South and were well served by all the departments of the County Government of Nakuru. Personally, I am impressed by the team spirit and passion displayed by all CeCs and their teams in serving the people. They have demonstrated to us how all the ten departments of the County Government work as one to serve the people’, said Chirchir.

He further stated that the efforts of the Governor and his deputy have been instrumental in fostering the prevailing peace in Nakuru County. Peace in the region has translated into improved socio-economic growth of the people.

Geoffrey Koech and Eunice Koros said there are tangible developments on the ground brought by the County Government of Nakuru. They expressed confidence that the government will address the remaining issues.

‘In Amalo Ward, we have Kimororoch, Kiplemeiwo, Arrorwei, Simotwet Central, Simotwet and Tuiyobei ECDEs all built by the County Governement of Nakuru and we are hopeful that the remaining concerns that we have raised will be addressed’, said Eunice.

On his part, Governor Mbugua said this year the County Government of Nakuru is changing its way of serving the people in an effort to better service delivery.

Governor Mbugua cited the case of Elias Kipkoech, a gifted but needy child who was award a four year bursary to pursue his secondary education at Nakuru High.

The Nakuru County Governor also said IEBC was able to use this platform and registered many voters.

The initiative entered its second day today (4th February 2015) in Kuresoi South to be followed by Kuresoi North on the 17th and 18th February.

COUNTY GOVERNMENT TAKES ITS SERVICES TO THE PEOPLES DOORSTEPS

Nakuru, Kenya 2nd February, 2016 – Starting tomorrow Wednesday 3rd till mid-April, County Government services will be offered from the head offices of each sub-county.

This outreach programme is expected to go on until the end of the year and will include all the wards. Its main aim is to take the county government closer to the people and interact on a one one basis and to change the way the government has been operating.

‘We want to change our way of working. For the better part of this year, we will take services offered at our headquarters offices to those of the sub-counties and afterwards to all wards. We want the people of Nakuru to participate in the process of governance on issues affecting them’, said Governor Kinuthia Mbugua when he presided over a ceremony of flagging off 75 beneficiaries of Wings to Fly from Nakuru to Nairobi for official commissioning by President Uhuru Kenyatta.

He added this gives a chance to all the people of Nakuru to have their concerns addressed without the hustle of traveling to the county headquarters. Also this avails to the people the opportunity not only to have their issues solved but also a prospect of having a chat face-to-face with Governor Kinuthia Mbugua and also that of advising the Governor and other leaders on the pertinent issues affecting them.

‘Starting 3rd February, we shall set up temporary offices at our sub-county head offices starting with Kuresoi South, I will have my own temporary office, the Deputy Governor, all departments led by their respective CeCs and MCAs will do the same. This set-up will be like the one in our headquarters’ offices. We will serve the people from 8 am -5 am just like in a normal office’, said Governor Mbugua.

He added that this methodology is a key output in sensitizing the people of the scope of the mandate of the county government and also inculcate the significance of the office of the Governor and that of the MCA’s at the county level through projects done.

In each sub-county in between February and April, two days in a week will be expended for this outreach programme. The programme is kicking off tomorrow at Kuresoi South Sub-County Offices in Olenguruone.

It will be followed by Kuresoi North (10-11 February), Molo (17-18), Njoro (24-25), Rongai (2-3 March), Subukia (9-10), Bahati (16-17), Gilgil (23-24), Naivasha (30-31), Nakuru West (6-7 April) and lastly Nakuru East (13-14).

Securing and Management of Nakuru County’s fish and natural fish resources a Priority – Governor Mbugua

NAKURU, Kenya 5th November, 2015 – County Government of Nakuru is implementing measures to secure and manage fish and natural fish resources in the county as they play a critical role in development of the County.

Speaking when he launched four patrol boats at Karagita Beach in Lake Naivasha, Governor Mbugua said fish industry plays a critical role in Nakuru County in terms of food security and income generation.

‘In line with our vision, we are aware of the maritime sector enormous potential contribution to food security and employment generation, making provision of effective maritime management and protection very crucial’, said Governor Mbugua.

Adding that this is the reason, the County Government of Nakuru through its directorate of fisheries supports fishing industry.

Governor Mbugua observed that fishing in Lake Naivasha not only has an economic impact in Nakuru County but also nationally. The lake has six different species of fish but there are two dominant species; tilapia and common carp which have a substantial impact in Nakuru and the entire nation at large.

‘Last year, 2014, approximately 692 metric tons of mixed species valued at Kshs. 68.4 Million was realized from Lake Naivasha and this year from January to September, 823.6 MT of fish worth Ksh 97 million has been realized’, said Governor Mbugua.

The Governor also noted that his government is committed to promoting fish farming in all the Sub-Counties as there are indicators that the Economic Stimulus Programme started in 2009 has resulted in the increase of volume and income generated from aquaculture.

In 2015, a total of three hundred and thirty five (335) metric tons of fish valued Kshs.63.4 Million was traded in markets distributed across our sub-counties.

Governor Mbugua also emphasized on observation of safety measures by fishermen to avert tragedies. The governor donated over 50 life jackets noting that some corporates in the county and investors have pledged life jackets donations.

Chinese investors who are in the process of establishing a 900 million USD crayfish processing plant in the area around Lake Naivasha in the company of the Governor during this event donated crayfish traps to fishermen in Kamere, Tarambete, Karangita and Central beaches.

The crayfish plant will create employment and also foster a thriving ecosystem for the two most economic viable species Tilapia and Common Carp as the increased number of crayfish in Lake Naivasha is feeding on fingerlings of these two spices cause a reduction of their population.

Governor Mbugua urged the fisheries Sub-County office in Naivasha to cooperate with the fishermen to secure the Lake for sustainable use of fish resources. Noting that under the beach management units, fishermen should foster cooperation to gainfully benefit from their trade.

He also told the fishermen that besides the Chinese investment, in this financial year (2015/16) the County Government of Nakuru is investing in a Ksh 8.1 million fish value addition facility.

Karagita Beach Chairman David Kilo lauded the initiative by the County Government saying that the boats will boost patrols, rescuing missions and restocking.

He also reminded the fishermen that they have a responsibility to guard fishing in Lake Naivasha as the county government is empowering them to do so.

Hells gate MCA, Jonathan Warothe assured that all corridors in Lake Naivasha will be secured for the public and the County Government of Nakuru is with the people as the court case is going on on the access corridor to Karagita beach.

Warothe commended Governor Mbugua development track record saying through projects initiated by the Governor water problems have been solved in his ward.
